You don't wait for 15 minutes. You leave when your group is full.

If you do not have a full group after 15 minutes, bring in good heroes or henchies, or give up entirely.

That's a safety measure, since some try to get a group together for 30 minutes or more. 15 minutes is just a rule of a thumb. It's the time most will be prepared to wait.

This applies to joining a group as well. If your group is taking longer than this to form, leave and come back later.

15 minutes is more than enough time to:
- Gather necessary roles
- Give a break down of mission
- Get a feel for others
- Coordinate builds
- Compensate for missing links

If you cannot come to an agreement in all those points in 15 minutes, your group is discunctional. Someone arguing over builds, someone wanting to gogogo, someone not saying a word, some classes not being available, someone afk, ....

If you form a group, and do all of the above in under 15 minutes, you're good to go with an extremly high chance of success for anything.

As always, this applies only to difficult missions, obviously not Blacktide Den.

Well I, like others, can tell you, that there is hardly anyone playing Factions right now. I am just coming from trying to get my Monk through. I went to one area earlier this evening and was the only one there. That time around 4 months ago, it would have been full. It's really really tough to find pugs in Factions right now. With the new areas opening in Nightfall this weekend, it's only going to get harder. I would really suggest Nightfall.
